Cannot create user, says username_exists

After some restores of HA, I had to recreate the users on my HA. But when adding a user which is not visible in de GUI, the error username_exists hs been thrown. It looks like it does exist in the DB but cannot show it in the GUI. Can anybody help me how to solve this ?

I had this problem after moving my database to a new installation.

I solved it by logging in once with the missing account. (It existed previously.) Then it appeared in the UI.
