Cannot get HA Yellow to LOG ON

I have managed to get another Home Assistant Yellow BUT like before I cannot get it working

It is connected to my Virgin Media router by a CAT5 Cable

Imputing the HA Log in http://homeassistant.local:8123 info i get

Hmmm… can’t reach this page

homeassistant.local took too long to respond

OR

The connection has timed out

The server at homeassistant.local is taking too long to respond.

ON the HA Yellow at the moment the right hand LED (power on) is illuminated

The extreme left LED is pulsing at about 2/3 times a second and every second or two three seconds the LED in the middle is also pulsing

The LED on the right of the Ethernet socket is also pulsing quite fast and the LED on the left of the Ethernet socket is constantly on

how do I do that i am a beginner with HA

I did try the reset hold the red button and power on until the yellow light flashes and that did not help

how do i find out if this HA Yellow has a CM 4 or a CM5?
