I have been forced onto a Guest WI-Fi and my Home Assistant is no longer visible via http://homeassistant.local:8123/
CLI shows the IP address still on my old wifi, how can I correct this to point to the new IP Range?

Typically your guest wifi will restrict access to your network, that’s what its for so guest don’t have access to stuff. I am not clever enough to know how o bypass that. But the bigger question is why are you using a guest network?
I don’t believe it is preventing access itself, at least there is nothing in the settings to suggest this is the case. I’ve been moved across as we want to keep all out IoT devices separate.
I assume the problem is that HA config files are all looking for the old SSID and IP and not the new wifi but how can I change that?
