Can't connect to new HA Green from app or browser

Just installed Home Assistant Green. It appears to boot correctly and the yellow light is blinking.
Still, I can’t connect from a browser (Netscape or Chrome) or the Android app; the response is connection refused. It does not seem to make a difference whether I connect by name or IP.
The HA Green pings OK:

Try powering off the device, let it sit for about a minute or so and then boot it back up again.

Could this be a defective unit? Is there a way to verify beyond the content of the log?
