Change active icon color of all icons shown in dashboard

As the attached shows, when I have a light turned on as white color, the icon shows as blank. I get the idea, but is there some way to maybe show an icon with a constant border? Possibly be able to do this change in the Theme? In reviewing the Theme docs, I did not see such an option. In searching herein, there’s plenty discussion about ‘card-mod’, but I would like to do this theme-wide. BTW, I’m using the ‘Home Assistant’ Theme.

You can place an outline around a icon using the css command stroke:

I would suggest card_mod vs applying it via a theme. It will give you more individual control. It’s not clear what cards your are trying to modify so there may be other resolutions.
