The documentation on https://github.com/home-assistant/home-assistant/blob/41242110957cbab8b27fb1bfeefa3a37f5cd92dd/CLA.md says that To sign this CLA you must first submit a pull request to a repository under the Home Assistant organization. But it doesn’t explain what the next step is and how the process actually works?
What happens when I send a PR without having signed the CLA?

How can I see who has signed the CLA?
A bot will publish a message with further instructions in your PR.

An answer, more or less 
Just push at await further instructions. You can’t break anything by accident, there are lots of checks for that.
The instructions are just a file that you can change with a PR, just like everything else. So I suggest that you try to get through the process (by pushing a PR) and then push suggested updates yourself. That’s how all the documentation improves (I’m just a user like most people here).
Just open the link you posted, click the edit button (the little pen) and you should be all set to edit from within your browser.
I guess a need to get the cla signed first…
