Could not read SSL certificate from /ssl/fullchain3.pem: [Errno 9] Bad file descriptor

sometimes when i restart the configuration, and i see that HA doesnt , i know i have the error below

this happens frequenly, lets say 1 out of 10 restarts, when it happens , i need to reboot hassos completely

what is causing this error?

no1 ? itq quite annoing, how can i troubleshoot this? sometimes it need to reboot the host like 3 times before its working
PS: i am running HASSOS build 1.11 , also got it with older builds , 81.2 also
