Add the possibility, for cover type entities (and related template) to set the steps.
For example, a cover with step 10 can be set to 0, 10, 20 etc.

You give very little information about your covers and integrations. It’s possible to set covers to 10, 20% or whatever, it all depends on the capabilities of your covers (I can set all of mine to any percentage). Is it something else you are after? Does your cover have 10 steps and how does this relate to coverage?

Hey there and welcome to the forum! 
It depends on the integration you’re using. If the integration only gives 10% steps, than you can only use these. But it is not dependent on the cover integration of HA.
To clarify, there is a “general” cover integration, that is responsible to show covers in HA. And there is an integration that builds on this “general” cover to work with your specific brand of covers (eg. Somfy). The Somfy integration builds upon the “general”.
In HA terms, this is called a block integration.
To sum it up, for what you want, you’d need to make a FR to the specific integration you’re using.
Anyway, you can always work around this by setting up an input_number where you can define the steps. This input_number can then be used to only cover the steps you want (eg. the 10%).
