Can I create a device class? HA allow me this?

Not without creating a PR and submitting it to the core project.

You don’t. There is no provision for inserting this yaml. Hence the feature requests.

If you want a new device class you have to edit the development version of home assistant’s code and submit a pull request (PR) on github.
