Create Binary Motion from 2 triggers and then not repeat for set time

Hi all, have been trying to come up with a solution so I can be notified by Homekit of Motion from my motion sensors from the following triggers:

1x Phillips Hue Outdoor motion sensor. This has a “Occupancy Sensor” which stays on while motion is detected, and also “Sensor Opening” which stays open for 10 minutes after last motion detected.
1x Tapo Camera reporting motion to HA. These trigger as soon as motion is detected and stays triggered until motion is gone (can be from 2 seconds upto 30 seconds etc).

In my current setup, I have a group, which takes motion from the “Sensor Opening” on the Hue at the front gate, and the Tapo Camera sensor and requires both sensors to be open/on for it to to trigger the new Binary Sensor created from the group. This works well, however, since the Tapo Camera constantly cycles as it sees motion after motion, it keeps triggering new events on the new (Group) Binary sensor, and I get multiple notifications.

Is there anyway to have it so there is only 1 trigger sent to my phone from the new Group Binary Sensor and then after a cooldown (say 5 minutes etc) it can send another?

I have tried with multiple options but cannot get it to work. Any ideas/directions would be appreciated!
