When the customizer custom component had failed to work for me, I had commented it out in configuration.yaml:

A yes, it is always a bit confusing which option to pick of the 8 (https://github.com/andrey-git/home-assistant-custom-ui/blob/master/docs/activating.md) to load custom-ui.
Ive always used 1.2 and never looked back.
