Is there a reason, why it’s not showing time changed event every minute?

Sorry, you WANT your log spammed with entries that you KNOW must have happened but don’t have any relevance ?
I have turned off most of my history to avoid spamming as a general principle (more writes to sd = quicker death of sd)
What you probably have here is records of triggers that were not completed ie system events, system monitored conditions that did not result in actions etc.
If you want a blow by blow minute register write an automation the writes to the log
Apart from the logbook spam, it’s a good question i think.
I don’t know.
I’ve found the logbook to be less than a reliable means of seeing events in HA. There are many events (automation, script firing, etc) that it misses even tho I know for a fact that they occurred.
