Design phase 3 keypads to arm a building

I have a building with 3 companies in it we are very close. 2 of the companies use a air compressor and it would be nice to have some sort of setup that when 2 of these 3 keypads has there key entered (The 2 that use the air compressor) the air compressor is shut off for the night.

I am in the planing phase and I am not sure if there is a panel that is compatible with home assistant that I can use to accomplish this I need some advice on first if there is any alarm panels that i could buy that supports 3 keypads and waiting for the last company to enter there code before the building is considered armed.

i imagine if I can get that out of the way I can do fancy stuff like if the 2 that use the air compressor are done it shuts off

Is this possible with out say a dsc control panel. I need to research something so far i don’t even know what to look for. Each company is in the same building. Eventually would want to have something one each door. 4 doors into the building and 2 garage doors.
