Dim after “electrically/physically” switching on a zigbee bulb

Running HA on an RPI with a Hue for almost all my lights. I added a few Zigbee bulbs via a CC2531 adapter recenlty. My question is about the Zigbee bulbs.

So, I added zigbee lights to ‘normal’ mechanical old skool light switches on the wall. So when I toggle, they come on in 100% brightness (too bright). Of course I can purchase zigbee switch and leave light physically on 24x7 and let the application determine the brightness (like normal hue function). The Zigbee bulbs are however not in the Hue app.

Question: If I - on demand - physically switch on the zigbee bulb and it comes on in full effect (100%) is there a way I can create an automation that continuously scans for lights with 100% brightness and dimms it? Would that be an event?
