I do not have Govee, so for that I do not know. But it depends on the integration. Because for instance ESPHome each ESP is treated as a separate integration, but for others it is one. You find it in the three dot menu:

It DOES seem to be related to how a specific integration was coded. Other integrations CAN be DISABLED at at the integration level.
My use case was that I wanted to keep the device configurations for the entire Govee integration’s configuration (13 devices [temp/hum sensors]) yet DISABLE them all in one fell swoop because the data was filling my log which grew to over 1GB.
I noticed that the ESPHome integration CAN be DISABLED at the integration level.
When I did DISABLE all 13 devices, they DO then each show up individually as a DISABLED integration when the “Show DISABLED” option in the integrations GUI screen is selected.
