Did you find a solution to this, I have the same problem.
All the youtube videos and methods online start with ‘cloud then select project’. Even those with dates as late as 3rd August.

I am never presented with the option ‘Cloud → Projects’ as detailed under ’ Linking a Tuya device with Smart Link’ para 2.
I have successfully run npm i @tuyapi/cli -g at the command prompt on my pc.
I did manage to install tuya developer on my phone and this time I was presented with ‘Cloud → Projects’ but selecting projects just resulted in a blank screen.
Well thats strange that you can see Cloud → Projects through tuya developer on your phone but not when using your web browser. Have you emptied your browser cache [CTRL F5] after you created that account on iot.tuya.com and logged-in the first time?
And have you finished this part: “If you haven’t already, you will need to “purchase” the Trial Plan before you can proceed with this step.”?
As far as I understand the instructions you will only be able to create a project after you have accomplished this which means if you have not purchased that (free of charge) trial plan Cloud → Projects is not selectable (alias not visible).
I did all this at the end of 2020 and unfortunately I didn’t take any notes.

OK, so I have started from scratch.
I have created a new account under another email address
rebooted PC
cleared all browser history
signed up for the free trial account
logged in and I am presented with this screen

Yes it has, and again I fall at the very first hurdle, I am not given the option of choosing project from the cloud menu, as shown in the very first post of this topic. I am presented with the development menu choice
Even if I continue and create cloud project instead, I am never given the option for PaaS, I only ever see SaaS
I must be doing something wrong very early on but I have no idea what it is.
OK, was that at #2 in the first section because its #1 i(follow 1 - 3 in 2nd section, that I can’t follow
As you can see at my screenshot I must have followed “Linking a Tuya device with Smart Link” (it has been a while ago).
As I see from your screenshot 21h ago you did already reach the step where you are given the possibility to “Create Cloud Project”. What happens exactly when you click on that button?
BTW, I obviously did not choose PaaS nor SaaS.
So: Did you finally succeed and got it working?

Yes I did, however not by using this method.
I eventually found this video;
The method is clear and simple and it worked 1st time.
