Eavestrough Heating Cable Control

I have a heating cable running in the front eaves-trough of my house. It’s designed to stop ice build up within the trough. It’s plugged into a Tasmota switch and I’d like to design an automation that will turn the switch off when the wind chill gets above + 0C and on when it gets below - 0C. So far I’ve only designed the “off” part of the automation to see if I can get it to work. I’m pulling the wind chill reading from my personal weather station. Unfortunately when the wind chill rose above + 0C, the switch didn’t turn off. What am I doing incorrectly? Here is my automation:
