Edit dashboard button for User / Permissions of account

Good morning,

I want to have user without access to config, but with access to edition of dashboard that it can see
like in demo.

Is it possible to add/make edit dashboard for non-admin user?
I couldn’t find any addons/repos that would give me solution and i am not sure if it is possible and how to do it with modifications of permissions.

Admin only dashboards won’t be displayed on user account, but user won’t be able to modify dashboards he sees.

What I meant is dashboard edit button for user:
