Wanting to request a reset button on the energy dashboard which would allow the deletion of all data currently stored in the database on the energy statistics. This would be like a refresh to expunge bad data or simply reset when new energy monitors installed.

You don’t have to expunge everything to fix a blip of bad data. That can be done in Developer Tools → Statistics.

But what if you actually want to purge everything and start over. Maybe with an option like hour/day/month/year?
I’m actually a bit surprised that such a “button” or function doesn’t exist.

No. GitHub is for issues, not feature requests.
Well, we could have a debate on that. 
You can debate all you want. It won’t change the fact that that is how it is used (for the core program, frontend is a bit different).
