Error setting up dev env on Debian 9

Anyone know what I’m missing for the dev env?

Had it up and running months ago, then my dev server crashed and are now trying to setup a new one.

I have installed all the prereqs from the dev. docs.

OS is Debian Stretch (9)

You need to install the latest python (3.x) on your system.
