Hi, Is it possible (Using ZWAVE JS) to exclude ZWAVE devices that has been included in other Zwave network ??
Yes. Mostly just fine.
The worst case scenario is that all Z-Wave devices have a method to factory reset and this will wipe any linking from the device. I assume the dongle was moved from somewhere else? If so then exclusion will probably work.
Yes any hub can exclude a device even if it belongs to a different network.
Hi, How to do it with HA?
Go into Z-Wave JS and put it into exclude mode, then put the switch into exclude mode. Just look at the logs to make sure it worked but you should get a message that it excluded device X successfully.

It’s the same place you include. Go into Z-Wave JS, click the icon on the lower right then click Manage Nodes (the infinity symbol):
And then you can include/exclude:
Settings → Devices & Services → Z-Wave → CONFIGURE → REMOVE DEVICE
