Expose 'media_next/prev' as a hue device to change channel

I’ve got Alexa working with HA via the emulated hue.

I’m wondering if there’s a way to say ‘Alexa, turn up channel’, by having ‘Channel’ as a dimmable device that when turned up or down called media_next or media_prev on the TV?

Thanks. However, so far as I can see this essentially creates a proper Alexa skill, requiring HA cloud subscription.

I’d like this to work more simply just exposing a virtual dimmable light that actually instead calls the media prev and next hooks
