Failed to do simple setup on brand new hardware with a 64 GB SD card

Follow the instructions on a 64MB SD Card

I end up with a failure to load boot.scr.uimg:

Retry count exceeded: starting again

What am I missing?

It seems that balenaBatcher is not able to deal with my 64 GB SD card and it ends up only writing 32MB of data in one partition.
The other partition is left unrecognized.
