Ffmpeg stream constantly sending requests to inactive streams?

I’m trying to run 2 streams via ffserver & ffmpeg, which is all well and good so long as the streams are actually active. If there’s no data being transmitted, HomeAssistant appears to query the server over and over and over until a feed appears. I assume this is intended behavior, but this can quickly max out the available bandwidth as previous requests aren’t cleared up.

Does anyone know if this is an ffmpeg issue, or if this is intentional? Does anyone else have experience with this?
