Fresh Setup - Unable to add all Google Devices

Fresh install, not sure if I missed a step, but I followed them all from the documentation.
I setup the cloud instance.
When I did this, it kept assigning a 172.21 address to my VM (I am on Windows 10, using Hyper-V for the home assistant).
It turned on Google Assistant for me:

But it keeps telling me there are no devices. I tried to enable it in Google Home, but I keep getting this message as well:
no devices were found in your Home Assistant Cloud by Nabu
You may need to setup these devices with Home assistant Cloud by Nabu Casa first…

I thought it had something to do with the IP being 172. My home network is 192. So I changed the network from DHCP to Static and assigned a 192 address.
When I did this, it stopped connecting to the cloud.

So I changed it back. I am not sure what I am missing here.

Clicking manage entities is just blank.

I was able to add smart things to HA, but I still can’t see any of my Google/Nest/JBL smart speakers that are in Google Home.

You are misinterpreting what the Google Integration does. As it reads in the screenshot you provided, the integration allows Google Home to operate Home assistant devices. It does not however do the opposite: devices linked to Google Home do not show up in Home Assistant.

If you want Google Home speakers to show up in Home Assistant, use the Chromecast integration.
