GE / Jasco Dimmer switch not pairing

i have one GE/Jasco z-wave dimmer switch that was previously working fine with my HA / OZW 1.4 set up. I recently upgraded my set up and switched to the Zooz 700 S2 stick and Z-wave JS. All my older switches have been able to pair to the new stick (with a few needing a few attempts).

Unfortunately despite all my attempts, I havent been able to get this darn GE switch to pair. Prior to upgrading I excluded it from the prior set up. I have gotten it to show up as a node, but it appears as a dead node immediately after pairing. It is able to be recognized in exclusion and removes the node right away. I tried doing the reset protocol (three taps up/three taps down), with the LED signaling a successful reset. I have tried inclusion and advanced inclusion with unsecured method. It adds a node but fails to complete set up.

Here is a copy of the log file. It looks like it just fails to interview, and I cant figure out why.

Try putting the controller in exclusion mode, then rapidly flip switch 3 times up, then 3 times down.
After that you should be able to include the switch normally.

I would try the exclusion suggestion by the other poster first.

If it still didn’t work, it looks like it establishes a route, but then fails to communicate with the switch again after that. Could be a routing problem. You said it worked fine previously, are all the zwave devices that used to work around it included back, or are you still working on them? If not try adding those in again.You also can try healing individual nodes (not the whole network) located near the switch to better establish routes.

Ended up taking a bit of everyones advice. Excluded it again (but i had already done that)
Did a complete network heal
Then tried adding as an unsecured device and it finally added fully.
