GE ZigBee Light Switch 45856G: does not turn ON, does not update

Hello,
I have:

HassIO: 0.66.1
Raspberry PI:
HUSBZB-1 stick

Paired the GE Zigbee 45856G light switch and got a dim-able light component in HassIO

  • I can Turn OFF the light, but can not Turn it ON. The only way to turn it ON is to move DOWN and then UP the dim level slider in hassio
  • The state of the switch in hassio does not reflect the state if manually changed.

Anyone seen this behavior?
Any suggestion on debugging?
