I have questions re: ha cloud to help me better troubleshoot errors and origin(my install vs cloud)

Docker install
SYMPTOM
-Light #1-#4 is in Google Assistant (GA)Group#1
-Normally, “ok Google, turn on group 1” turn on all lights in GA group 1 but currently only light#2 operate by this command and other lights are said to be “not available”
-light #1-4 can be turned on and operate in HA
-light #1-4 previously work by manual switch in Google Home app, but currently only light #2 function in Google Home app
QUESTION
I would assume that if a device work in HA it will work in GA or Amazon as long as exposed by config. Should this be expectation or is connection more complicated where HA misconfig may create issue?
