As long as your router still functions as a DHCP server with no Internet, then you’re fine. Your network is something entirely different from the Internet and always should be.

If you’re an IT network guy, you really should be providing a lot of very detailed, specific information about your environment. When troubleshooting and requesting help, less is not more. I have done serious IT networking for 35 years and I’m sorry but your initial posts come across as a total noob.

Do you have a network diagram?
What are the results of your ping tests with WAN up and with WAN down?
Have you tried hard-wired connections from HA host and a PC to a simple switch and nothing else?
Whether WAN is up or down should have no bearing on inter-LAN connectivity but, I have seen firewalls (Sophos comes to mind) whose LAN port is non-functional when WAN is down, which would mean router embedded WAP cannot connect to LAN devices, which brings me back to ping test results…

Are you possibly using Cloudflare with Gateway for WRAP on? If yes, you are possibly routing your internal network which is why the issue.

Don’t bother wasting your time on this!
