HA on RPI4 refuse port 8123 after installation. port 4357 show observer healthy

Installed Home Assistant OS 12.1 on RPI4 with 8gb ram via the Raspberry PI Imager. After the installation the device is connected to the network and answer to PING requests.
I try to access it on port 8123 but I get refused error message.
When I try browsing to port 4357 I see the observer webpage that shows |Supervisor:|Connected|
|Supported:|Supported|
|Healthy:|Healthy|

Whats can be the problem?

I also connected a screen to the device and it looks like it should work but it just refuse the connection on 8123.

What can cause this please?

Eventually, re-image the RPI solved the problem
