there needs to be a feature wherein it will indefinitely retry to start the addon. not just the defined backoff.
sample scenario:
- adapter gets disconnected
- zigbee2mqtt goes offline for more than the backoff time
- the adapter is reconnected
- zigbee restarts normally (no need to manually start add on)
