HACS installation fails with version 2023.12

Hi everyone, I am installing HA for the first time and trying to install HACS and getting the following error message.

ERROR: HACS will currently not work on 2023.12 versions of Home Assistant, latest known working version is 2023.11.3

Any ideas why? thank you!

There is currently an issue with installing HACS on 2023.12.
