Harmony Hub - possible to turn off while device is not startet with harmony hub?

Hi,

i have a dumb UST projector (Chiq B5U or Changhong). It turns on via CEC but don’t turns off. So I have to grab the projector remote only for turning off.
As devices I’m using an apple tv 4k and a PS4. I would like to turn off the projector if apple tv AND PS4 is off.
The projector is not supported in the harmony software but there is a workaround. I can turn on/off via the harmony hub. It is the only device in the hub. I don’t use it any more for a long time but now it could probably help me with this automation.
The OFF state of apple tv and PS4 should not be so difficult (i hope) but is it possible always to use “turn off” on the harmony hub? Even the projector is not turned on with it (because it starts with CEC).

------edit-------
i have it done with the apple tv.
the state of the PS4 is not that great. it doesn’t switch the state as quick as i was hoping.
and if the ps4 is turned off, it switches to unknown after a long time. not that great for using it as a trigger.
