HASS.IO on Raspberry Pi 3B+ won't install

Supervisor prompted for an update to HASS.IO Core earlier this morning. I updated but Home Assistant did not come back up – I just can’t ping the Pi’s IP address even after letting it be for a few hours.

Since I have an updated snapshot, I decided to reinstall HASS.IO. I downloaded the latest 32-bit image for Pi3B+, used Balena Etcher to write it to the card. However, when I put it back to the Pi, it still won’t boot up.- the red power LED will light up, the ACT led will flash green once then turn off, and then nothing. I waited for 30 minutes and it won’t come up. It doesn’t even grab an IP address from the router.

To see if this is a dead Pi, I flashed the latest NOOBS image to the same SD card, put it in the Pi, and I am able to successfully boot up and even complete installation of RaspOs.

Any ideas?

maybe corrupted image download ? delete and redownload ?

Tried re-downloading but still no go. I also tried 4.7 32-bit and 4.8 64-bit and it still will not work.

What worked? I downloaded 3.13 and the IP is up now and at least I can visit the page that tells me it is being prepared (edit: as of writing this, I am now presented with the screen where I can create the admin user!).
