Hass.io under Ubuntu 18.04 failure

I have an Intel NUC running Ubuntu Server 18.04 on which I installed hass.io along with a number of addons. It’s been running fine until today, when I decided to reboot it. It never came back up and eventually I tried deleting /usr/share/hassio and then reinstalling and restoring a snapshot. However I end up back at the same situation.
I have now tried a new PC with a clean install which also works fine until I restore, and then it does the same thing. The homeassistant docker logs show

I have tried snapshots going back ten days, and they all do the same thing. Running docker -ps shows that homeassistant is not listening on port 8123:

Help!

Update;
On a clean install I see these errors in the logs:

19-02-16 22:03:53 ERROR (MainThread) [asyncio] Task exception was never retrieved future: <Task finished coro=<AddonManager.load_repositories.<locals>._add_repository() done, defined at /usr/local/lib/python3.7/site-packages/hassio/addons/__init__.py:83> exception=PermissionError(13, 'Permission denied')>

and:

PermissionError: [Errno 13] Permission denied: 'git' 19-02-16 22:03:53 ERROR (MainThread) [asyncio] Task exception was never retrieved future: <Task finished coro=<AddonManager.load_repositories.<locals>._add_repository() done, defined at /usr/local/lib/python3.7/site-packages/hassio/addons/__init__.py:83> exception=PermissionError(13, 'Permission denied')> Traceback (most recent call last): File "/usr/local/lib/python3.7/site-packages/hassio/addons/__init__.py", line 86, in _add_repository if not await repository.load():

OK, you can stand down the troops. Looks like my configuration.yaml entry for HomeMatic is screwed, commenting it out let HA start up. I’ll figure it out in the morning…
