We have no idea what URL you are using, and we have no idea whether you have enabled firewall access. Are you trying to connect directly to the local IP address? Are you trying to connect to your external IP address that you have port forwarded?
I have zero experience of Home Assistant portable, I didn’t even know there was one until you made this post.
