Help me plan Lutron Pico Scene install

Hi,
So I just closed on a house that has a ton of 3 way and unreal amount of loads for each room. The family room has 5 loads in it and 3 of them are 3 way!!
Anyway, the just of it is I need to create some scenes and I plan on doing that via Lutron Caseta. I’ve heard good things. Then I’d like to control with 4 button scene pico’s.

That brought me to part 2. How to create 4 paddle engraved buttons that would do 4 scenes each. I was hoping for 1 press would turn a scene on and 1 off.
Then by the master bedroom have one that is “all off” and by each exit door.

Lutron makes all these 4 button remotes, but they all see to be so specific in what they can do natively. I was hoping that tapping into HASS would allow me to turn them into 1 press on, 1 press off scene buttons
So like a 4 button remote that would allow me to control 4 scenes and pressing once would turn on and another time turn off that scene.

It seems lutron natively just allows you to do this only with the PJ2-4B-GXX-P01, P02 or P03 but the 4th button you can only turn OFF everything, which I don’t want. I’d prefer to be 4 scenes and each press would scene ramp up to preset dim level and press again to ramp down to off.

That said I can plan on custom engraving and can get a way better deal on PJ2-4B-GXX-L01 pico.

Questions:

  1. Can I accomplish the 4 scenes on a 4 scene button remote with regular bridge and a P01,02,03 pico?
  2. Can I do what I want with a L01 Pico?
  3. Is there much delay when I’m using Pico’s integrated with HASS vs just using the pico remotes as they were engineered and put into the catalog?

Two more questions
4. With a L21 pico ramp up and ramp down or is it snap on and off only?
5. Can an L21 group 1 be like 4 caseta load/switches associated to the group?
