Generally you would always use the external address as long as your router is smart enough to do local loopback (most are).

Not possible with my internet provider.
Does it use a dynamic IP? Is your router provided by the vendor?
Static IP, and router provided by the vendor.
If your HASS instance has a public IP associated with it the router should not block this.
The usual culprit is some brain-dead firewall functionality on the router that gets in the way; and you may need to disable (but make sure you have a real firewall to protect you).
Have a look in your router settings for something called “Nat Loopback” enabling this should allow you to use your public IP address locally and remotely.
