Homeassistant.local:8123 not connecting

I have a Raspberry pi5 and have it up and running. when powered up it - HA loads to the Command Line Interface only.
1st question - why?
2nd question -
On my laptop I can ping HA all good. I get access to
homeassistant.local:4357 all good but can’t access :8123.

I keep getting the message “homeassistant refused to connect”
I don’t know what I am missing.

Thanks for your help in advance!

Did you try by the IP address?

Via SSH and using CLI, you might need to rebuild the core. Go down to Home Assistant via the command line.

The OS 16.2 update took down my system( VM not Raspberry) and I had the same issues. My memory was maxed and I could no longer access 8123. I had to restore from a backup then update to OS 16.3. Check out this

Where did that port number come from? Can you please not truncate your error message or URL?
Is it http: or https: ?
how much memory does your Rapeberry Pi 5 have?
Any error messages in your system log?

His port numbers are the standard ports assigned by HA
