How to control Tuya devices without internet?

Hi!

I can access my Home Assistant through DuckDNS remotely.

The Raspberry Pi is connected to the router via ethernet cable.

I have configured a Tuya switch to run via Tuya Local on HACS.

Since the internet is shaky, can I access my Raspberry Pi remotely when the internet is not working?

Will I be able to control the Tuya switch?

I read that locql tuya requires the net. Theoretically you could connect your RP to the net via simcard supported stuff, e:g router…and include the tuya stuff in that
