I can not get my Home Assistant to boot anymore running on a Pi-. And have downloaded the latest backup that I did from Google drive from my PC browser. But it is in a TAR compressed format. Within that TAR file are the following files shown in the image here. How do I make that all into a image file that I can flash to an SD card?!

Apparently what you saved is a TAR backup of your configuration, not an SD Card image.
You need to flash the SD Card with HaOs to be able to restore your data backup. Ti be safe, install the version of HA that matches the backup/
