How to turn on Zigbee power plug by IR TV Remote?

Hi,
i want to turn on a zigbee power plug when i press the “on” button on my IR powered tv remote. Is that possible? If so, how?

I read about the IR blasters (broadcom, xiaomi) but from what I understood the only “send” IR remotes.
