Ikea Tradfri lights does not switch off, direct Zigbee connection

Using a SkyConnect v1.0 for Zigbee access direct to an Ikea Tradfri dimmable light, but the switch only dims the light and does not turn the light off.

Having tried another bulb from Ikea, it would appear that there is a fault with the ability to dim to an off state.
