There are devices that can be controlled by HA that turn water off and on.
Don’t limit your search to shower and look for water. Maybe just put one on the hot water line to freeze them out
Or get two and cut both off.
Possible option. Device is not HA aware. But controlled by HA outlets:

To expand on the path @jeffcrum suggested. Yolink has smart valves that work well. I use them throughout my house and my pond.
I use a non smart electric valve controlled by a simple smart switch. Works reliably almost 3 years now…
thank you for the ideas. I’ll be researching the options presented. In the mean time I took your advice and started thinking outside the box. I already had an Aqara water sensor and I have smart lights. I can’t limit the water flow but I can give alerts. I thought I had the automation right but it’s not working out as expected. I suppose I’ll need to open a new topic in automations Thank you again for the ideas!
