Implement secure RCS notifications in core without subscriptions, phone numbers, and google services

Please implement secure RCS notifications as a HA Core functionality. At the present, one must subscribe to a third party paid service for SMS notifications, purchase a phone number and use google services. The integrations listed under notifications (Twilio, Vonage, message_bird) are almost all legacy integrations, and not viable. Providing secure RCS notifications is particularly timely as both android and apple now provide secure RCS messaging. Perhaps a knowledgeable developer could comment on the feasibility of implementing secure RCS notifications as a core functionality.
