Install HA on root server communicate with local raspberry

is it possible to install HA on a root server and configurate my local raspberry at home (with locally connected devices like lightbulbs, sensors, etc.) so that it will communicate with the HA on the root server, allowing me to control my devices at home remotely

Yes, there are three “Remote Raspberry Pi” integrations, follow those setups.

i only find solutions for GPIO but i will control things like hue bulbs over the wlan from the raspberry.
so that all integrations in HA on the root server are running over the local running raspberry.

This is what you are looking for.

Personally I think this is a silly setup to have. You have to maintain 2 installations and everything that goes with that.

Why not just use your VPS as a reverse proxy to your home assistant running at home?
