iOS Actionable Notification Call Phone Number

Hey!
Is there a way I could add an actionable button to a notification which, when pressed, will call a specific phone number.
In my case, I would like it to dial my local police office so I can quickly call them in the case of an intrusion.

Does anyone know how I could do this?
