Not using the Apple app, no. That app talks directly to the AppleTV. You could build a remote control dashboard in Home Assistant and then access it from the Home Assistant mobile app though. If you search I think you’ll find a bunch of threads on how to do that. Here’s a picture of the one I built to use as a backup for a physical remote I have.
