Is Hass.io really local?

At the first page of site:

“100% local home automation”

I’m going to use Hass.io with TP-link and Melissa Climate devices, in the internet I’ve found some API’s for both, but they work via clouds of the vendors. Thus if the Internet connection is down, these devices are useless.
The question is: will Hass.io work in my LAN without outgoing connection? If no, then there is no need in RaspPI, I can run it somewhere in the cloud for $2-3 per month, right?

Hass.io is local. The devices and hubs you add to it may not be.

Not really. You want control closest to you, and you can pick the hardware you run to work locally or through the cloud.

If you put it on a cloud server somewhere, it’s pretty useless

Then I have to find a replacement for Melissa, it’s not easy, but may be possible.

Obviously, you’re going to need a connection for updates…for downloading add-ons…but the day to day stuff is going to depend on your choice of components. All up to you.

I didn’t see anyone mention this but if you want to stay local you can use zigbee or z-wave devices. I have found z-wave to be more reliable. They both require a USB dongle gateway to be plugged into your pi.

Homeassistant is completely local. I can use my phone on my local lan to turn things on or off and even if the internet connection is down, my lighting routines and most of my automation will still function as intended. My thermostat changes won’t work if the internet is out, but I can adjust that on my own. My Alexa integration won’t function either, but that’s an inconvenience, not an emergency. Biggest thing is, if someone else decides to do an upgrade on their servers and it goes sideways, my automation still works. I’m not waiting days for them to get their systems back online. Of course, if they shut down, as Lowe’s is doing with their Iris system, I am likewise not affected.
