Is it possible to open an iframe via a Header icon instead of the sidebar?

I know how to add custom sidebar icons to open webpages via Panel_iframe. However, if possible, I would rather open iframes via header icons instead. Is this possible? If so, how?

I think you can create additional view, add the html card to it and then set it into panel mode. I use this to display web pages from some other systems in lovelace. Here is how it looks:
